Hugin, along with Mark Hutcheson, leads the litigation and appellate practices of the firm. David received his B.A. from the University of Texas, cum laude, in 1990. David's J.D. is from the University of Texas School of Law in 1993, where he was an associate editor of the Texas Law Review, as well as a three-time winner of intramural mock trial competitions. He also received Dean's achievement awards for receiving the highest grades in three different classes.

Darlene
Sullivan attended Duke University as an undergraduate
student and received her BA in History with Honors in 1998.
Darlene received her legal education at The University of
Texas School of Law and was awarded her JD in 2001. She
was admitted to the Texas Bar in 2001. While in law school,
Darlene was Editor-in-Chief of the Texas Review of Entertainment
and Sports Law. Darlene is a frequent speaker at tax industry seminars and has served
as instructor of the property tax law course for the Texas Association
of Property Tax Professionals. Darlene is a member of the American
Property Tax Counsel, and the Institute for Professionals in Taxation.
Her area of practice includes both real and personal properties with an
emphasis on retail centers. |

Melissa E. Ramirez received her JD from the University of Texas School of Law and her undergraduate degree from the University of Notre Dame. She practiced for six years with the Austin law firm Lloyd Gosselink Blevins Rochelle & Townsend representing and advising clients in public utility regulatory matters. Missy is currently a member of the State Bar of Texas, Austin Bar Association, and the Austin Young Lawyers Association.

Levy first came to Popp, Gray & Hutcheson as a legal assistant in 1986. She received her BA in Anthropology and
Political Science from Michigan State University and a paralegal certificate from Southwestern Paralegal Institute in Houston, Texas.
She received her CLA certification from the National Association of Legal Assistants and a specialty certification in Civil Trial Law
through the Texas Board of Legal Specialization. She was the founding editor of the Texas Paralegal Journal. |

Sebastian Rodrigano graduated from Texas A&M University in 1999, earning a B.S. in chemical engineering. He joined Popp Gray & Hutcheson in September of 2005 after appraising industrial property for ad valorem purposes for six years. His experience includes appraisals of a wide range of industrial properties, including semiconductor facilities, petroleum refineries and chemical plants valued at billions of dollars. Sebastian provides a unique understanding of both the assessor’s and the private appraisal firm’s perspective in property appraisal.

Gregory W. Kort joined Popp Gray & Hutcheson in April of 2007 after appraising industrial property for nine years while at American Appraisal Associates. Greg has valuation experience in ad valorem tax, purchase price allocations, and studies for fair market value in continued use and in exchange. Properties he has appraised include petroleum refineries, chemical plants, electric power generation facilities, pipelines, and personal property. He graduated from Michigan Technological University in 1994, earning a B.S. in chemical engineering and received his MBA from DeVry University in 2002.

Michael J. Shalley, Jr. attended Florida State University earning his degrees in Finance and Real Estate. Michael started his career in property tax consulting in Fort Lauderdale, Florida with a Big Four Accounting Firm's National Property Tax Practice. After seven years with the Big Four National Property Tax Practice, Michael served as a Senior Manager and Practice Leader for their Washington D.C. Region.
Michael received his MBA with a concentration in Real Estate Urban Planning and Development from George Washington University. Michael has spoken for Lorman Educational Services on Property Taxation and he is an active member in National Association of Industrial and Office Properties, Urban Land Institute, Institute for Professionals in Taxation. Michael has represented clients in both real and personal property tax matters and appeals in Florida, Maryland, Virginia, Delaware, Ohio, West Virginia, Pennsylvania, California and Washington D.C.
